This webinar explores the complex challenges of managing derelict buildings within
Northern Canadian communities. In remote regions, managing abandoned and derelict buildings is often hindered by limited administrative capacity, resources, and geographical connections. When buildings become vacant, they fall into disrepair and become public safety hazards for the community, particularly with the increasing impacts of climate change. Dillon Consulting Ltd. has extensive experience working with northern communities on derelict building bylaws, including the hamlets of Whati, Fort McPherson, and Gameti in the Northwest Territories, and is seeking to share some of its lessons learned with the planning community.


This webinar highlights the planners’ unique role in responding to change, balancing
different interests, and creating safe communities. Ultimately, this session improves
planners’ understanding of rural and northern planning considerations that can be appliedelsewhere across the country.

Keith Holmes is a planner at Dillon Consulting Ltd. In Calgary whose experience working across Canada has provided him with a unique lens for his projects. His work spans rural and urban municipalities where he has led engagement strategies, developed land use plans, and the created practical policies and bylaws that are tailored to each community’s unique context.

Matt Boscariol

Matt Boscariol is a Senior Project Manager with Dillon Consulting with over 12 years'
experience managing local governments across Canada. He is a Full Member of the
Canadian Institute of Planners, a Registered Professional Planner, and a Certified Local Government Manager (CLGM). He has worked in urban, rural, and northern communities and has extensive community engagement experience with First Nations across Canada.
