This presentation will explain when and how municipalities can best take advantage of the revised Community Revitalization Levy (CRL) legislation to accelerate redevelopment efforts of underperforming areas, like brownfield (contaminated) lands, or aging downtowns. The co-presenters will provide a legal outline of the rules for using a CRL to accelerate development, and the lived experience of the only CRL plan adopted since the end of the provincial moratorium and the changes in CRL legislation.

Stephen Utz, RPP, MCIP, City of Airdrie : Stephen Utz is the Director of Strategic Growth and Investment for the City of Airdrie. Stephen has almost 20 years of planning experience and has the distinction of being a lead author on the Cochrane Community Revitalization Levy Plan and the Airdrie Downtown Community Revitalization Levy Plan. He holds an undergradate and a graduate degree from the University of Waterloo.
